Does it make a difference if you learned English in your country or in a country which their first language is English ?

Learning it in the country that speaks it as its first language is much better because you're forced to learn and use it.

The basic English you will learn it in your country, then you will improve it in a different country who r using it as a1st language. there is a different tone, accent, and different pronunciation that you will learn it in different country.

From my experience: I've got English2 years at school with native speaker. After that I went to country where English is a first language and I didn't understand at all! The best is just to live and learn in a country where English is as a first language. This actually apply to all foreign languages.

Of course it makes a difference because you learn the correct use of language, vocabulary and expressions.

It makes a hell lot of a difference, dear! You will pick up spoken English very quickly in England or America, provided you converse only in English. Generally, people remain confined to their own communities even in a foreign country and fail to learn anything new, like language or culture. But if you integrate, all the nuances of pronunciation will come to you, which are just impossible to be realized in your own country.

It is much better to Live & learn in a country  which is its first language is English so that you will have the skills to communicate & live the language itself properly.

if you learned in your country from native speaker it will be the same as if you go abroad

It does - in total immersion in an English-speaking country you will be surrounded in the labguage and thus you'll have to speak it faster
