The conflict management is less during Initiation and Closure stages of project.Maximum is done during Planning and Monitoring and controlling stages. You can count execution as well however that is mainly concentrative towards the availability, responsiveness, resolution updates related issues and are easy to resolve. The conflicts during planning phase are complex in nature because of the approach one has to follow along with its acceptance by a major portion of critical stakeholders. During Monitoring and controlling phase the authority and acceptance of solution/ service related issues will prop up along with the ETA of so called issues and communication failures.

But percentage is very tough to calculate however A PM spends% of his time in communications and conflict resolution is one component which has to be attended and resolved for sucess.

It depends on many factors including or example the nature of the project, the team background, the length of the project and the policies guiding the project processing.
