I think that internal recruiting is better. Why? If an individual is currently employed by a company and interested in advancing, then most likely that individual has adjusted to the "culture" of the company. Every workplace has a culture, and people that are comfortable, or can do a good job of pretending are usually successful, This is why I favor internal hiring -at least the recruiter can ensure that the candidate can handle the every day culture embraced by the company. After that the rest is pretty easy!
