L.S Contract with QTY's always used with contracts that based on Progress/ Milestones in its payments , and QTY's here used for pricing and biding the works in pre-contact and for creating WBS/Payment mechanism for monitoring the works in post contract and such case the contract value will be fixed within agreed range of final QTY take off at the end of project ( for ex. +/-% )
