Without any machine like a total station how could you determine or locate an exact position?

we can use from refrence points in site but this is not accurate and more dificult

Tricky question, not specified what exact location try to determine, if it is Plant Location, Building in Street location just a sample, if it is just simple location like Building or House on a street you can read a street name and number of house, if it is in a Plant Industry try to locate the equipment or machinery, look for the Vicinity Map,  But if its required a precised location without machine it hard to find out, that all i know

All depends on the accuracy needed. in Science the word "exact" is only as good as the margin of error the machine used is giving. 

so you can always get an "exact" position. but is it exact enough for your project? what is the scope? are you just lost in a street and want to find where you are? the gps in your phone can give you an "exact" location plus minus few meters.

in the old times they used to use reference points and mark the project in distance and angles from there.

however for modern engineering projects, your best bet remains the total station.
