I would recommend for the developing countries to adjust public expenditure over income, a country that has a high debt rate term may be insolvent to repay its public debt, we must devise capable structural reforms to create growth, debt creates growth initially as the capital of the debt will be used but as far as the debt increases, it could lead to a general asphyxiation of the economy including if growth depends on factors external resources (including economy that depends on exports)

That is an interesting question. The best way to learn economics is to join a university or institute that has renowned scholars, experts and study programs. In addition, Development economics requires field experience. Generally, for an in-depth analysis and learning, one can subscribe to journals dealing with areas of interest and attend professional conferences and seminars.
