the same strategy will not apply in the Middle East because Inhabitants are more on social media then other platforms

That honestly depends on which industry you're from and who your targeting.
In my point of view social networking in middle east stays number one in online ads and online sales as according to middle east middle eastern people obsession towards social media channels and facebook comes first then Twitter then instagram then snap chat and whatsapp.
Answer to your question, depends on the kind of industry/product/service you are offering.
Both the tools are equally effective and gives good return depending on your content and relevance.

Online Marketing is not a equation or theory, It's all depends on Industry, targeting, type of business and perfect planning. Adwords and Facebook both are leader in sales industry, so you can't compare them. Only need is proper way and perfect timing.

Adwords is difinetly wider in terms of B2B; however, facebook ads can give better return for B2C.
In my humble point of view, each has its own strengths. Google adwords are more of sale oriented activity where the result are instant in cases. Where as the FB ads may be more of Brand building and remarketing related activity connected to Marketing of a brand.
