Is it possible to control pressure with balancing valve, if not then why?

in balancing valve,there is no any return line to move exes hydraulic pressure back to sump tank the only pressure control valve have return line to move all exes pressure dump  back to sump tank 

Not possible because,When chilled or hot water HVAC systems have pressure changes, you better not be relying on the manual balancing valves in the system if you are concerned about energy conservation. Manual balancing valves do not respond to system pressure, therefore the chilled and hot water coils can see increased flows during times of increased incoming pressure.
