The comparison is not being drawn with the PM. Of Course he's the person responsible for the project.
The responsibilities of the SM (Site manager who reports to PM) and the Project control manager are being compared vis-a-vis their importance to the project. Hope I have made myself clear now.
the pay shouldn't be judged upon the presence at site....it is based on many different factors , including but not limited to... responsibilities of each role and the effect on the project...etc.
if i agreed with the assumption in the question.....so the non-skilled labors should be paid more than all the staff

if the Project Control Manager acting as PM (fully in-charge in making decisions and taking corrective actions overall the project not only site activities), in this case he worth more than Site Manager regarding his level of accountability, i believe that only happen if the PM suddenly resigned.
No i don't agree because the level of remuneration doesn't have to do with the present of someone on site.
The responsibility of the success or nor at the end of the day is on the back of the PM
