"Throw a little dirt on the good guy, shine a little light on the bad guy," I once heard an author say. In other words, make them complex! Try to avoid making characters completely good or bad, black or white. You want shades of grey. Flesh them out and think hard about your main characters: what do they look like, what their interests are, goals/motivations, their dirty secrets etc. Perfect characters make for a boring story: the more you treat them like real humans with flaws, the more interesting they'll be - my two cents.

I think putting yourself in the same situations of your characters & imagine how would you behave in these situations may greatly improve the developing of your characters.
