It will depend on the Job description of Senior Resident Engineer.  As I understand, the job of Senior Resident Engineer will be more of managerial and supervisory type and will also require some analytical skills. A contracting Engineer works in managerial role whereas a consulting Engineer works in specialist role.

So, an engineer with contracting experience would be more suitable for the position of Senior Resident Engineer.

In my view, we would like to hire a Consulting experience because an engineer with consulting experience can work in Contracting and Consulting whereas Contracting experience could not apply with Consulting side.

Consultant

A consultant is generally referred to as an ‘experienced professional’ and will provide expert knowledge in return for a fee. They tend to work in an advisory capacity only and are usually not accountable for the outcome of a consulting exercise. Some consultants have brought dramatic shifts in management thinking and improvements in the performance of organisations. Consultants can command a very high fee due to their years of experience and are seen as being some of the most knowledgeable people in their chosen field.

Contractor

A contractor is also an experienced professional, but one who provides a specialist service in return for a fee. Unlike a consultant, a contractor will actually carry out physical work, although they may also advise on what that should be beforehand. Contractors are used by organisations that wish to acquire a given skill set for a period of time, but which do not want to employ someone permanently. As such, a ‘contract’ is usually full time but for a set period only – which can be extended if both parties agree.

The one with consulting background. The senior resident engineer is required to have sharp character, Specifications oriented,  and aware of different contracts and different relationships. these requirements can be gained easily in consulting firms.

On the other hand, the contracting experience will give the engineer managerial skills, problem solving attitude and details oriented.

Yes of course, i think a person can't have enough knowledge if he/she is working in same environment. one who sees more, learn more simple is that.
