Being a fresher, you have to concentrate on Support projects or try as a Superuser, Try to collect Companies details, who are implemented SAP in Dubai and drop your resume.

First of all anything is possible if you have money and you can offer a flight fares then relocation in not at
all an issue, but this is the answer to your question.
As for as your concern my understanding is that: it is not good thing to move to dubai without having
2- 3 years of experience in SAP-FI though you are certified but the exp matters a lot.
I would suggest you to get the real time exp and then you can move to dubai.
Certified consultant is an advantage for your profile but you should work more on yourself to acquire more knowledge and experience.
For relocation, it depends on the offered opportunities as I think it's a little hard to find opportunities in Dubai as a fresher consultant but you may find an opportunities as a Superuser or support consultant.
