Both roles are important to establish a developed organisation in the current market. It can be seen through an example. Let say X want to open his organisation he has planed every thing, He knows to establish his business he needs men power according to the need of work. He wants to do the advertisement then he need a technical guy to design and what actually he is going show to his user there he need a technical guy. If wants to develop an app again he need a technical guy , Because we know that now a days each and every thing needs an app to deliver his thought process to every one, Hence it shows that technical and business guy are co relate to develop his business.
The question itself is flawed because one cannot be more important than the other. Systems are developed and implemented for the benefit of the business and business users. Therefore it is a partnership between business and technical users that is required. The difficulty is for both sides to understand each side.
In my past roles I have always acted as the bridge between those two groups - understanding the business, business strategy, business processes and the technologies required to implement solutions required.
My role was to create that partnership which is essential.
Both roles are equally important as in today's world both need to work in unison to yield the best in class results, wile the business role makes the decisions that help the organization the technical role is the working behind the curtains to ensure work is automated to reduce loss caused by manual error and improve the efficiency there y increasing productivity.
The Business user role is always important who decide the level of filteration usage and usefulness of information based on which the Business user has to take necessary action.
The Technical user uses Business users requirement and collate all information and link to bring the use of information at proper understanding
Business Users can develop the organization whereas technical users shows the shining of an organization.

Both should compliment each other. Business should be aligned with IT. When business and IT are not aligned, the cost goes high. And technical team should know the business and validate the solutions whether it is aligned to the business. In many organisations, business and IT are separated and not transparent. IT provides what business asks (and does not know the real need) and business does what they seem to need for the moment and does not think about the long run. When issues occur, they start the blame game. As a result, the relationship is strained between business and technical users.

Both are important for any organization
The Business has many stake holders and many partners playing their respective roles, since the business are driven by the goals and short and long term targets set for themselves, which in turn are based on critical analysis of the SWAT within and outside the business, the importance of any one player be it technical or business users cannot be judged on stand alone basis. More so the importance of Business users gains an edge since the opportunities are explored analysing the risks involved and making bold moves to take risk through informed systems in place, which in turn are a contribution of technical users in creating the dash board and other MIS generating tools for providing the decision makers in getting the right information at the right time.
