What in your opinion is the most effective method of combating bribery and corruption in procurement?

To combat bribery and corruption in procurement method, the standard policies are as follows:

1.     Ensure transparency in each stage of procurement from sourcing of suppliers to payment process.

2.     Bids are to be sent by “tendering unit” to all reputed suppliers in a manner that no one knows who has got the bid- it will discourage collusion

3.     Bids are to be opened in public by the “tendering unit” and announced loudly

4.     All procurement actions are to be documented on paper and signed.

5.     All communications to the suppliers are to be channeled with copy to the Chief of Supply Dept.

6.     All major procurement decision is to be decided by “committee” who will scrutinize whether required procurement policies have been followed.

7.     Procurement Staffs shall meet with the suppliers in a conference room and suppliers will not have access to the procurement office.

 

8.     Finally, the Chief of Supply shall remain vigilant to ensure transparency.

In terms of preventing such an incidents, according to my opinion, only proper SOPs (Standard Operating Procedures) may be a great hand of help.

In terms of cracking down these kind of situations, a huge hand of help would be the random checks on POs, contracts etc. Even randomly be present in a negotiation panel would also be helpful.

Another valuable tool, is the maintenance and development of data analytics and statistics, which will show up if something is going wrong.
