The whole phrase "near miss" is considered to be a countable noun by most dictionaries , but if you want the word "near" in particular, it functions here as an adjective.

Near miss in this particular case is a noun. Near miss is used for something that falls just short of success.

Near here is an Adjectiv or it can be served as an Adverb as well 

well it is an adjective it comes before a noun
