There will be lot of criteria which an employer consider while recruting people. Most of the time he would prefer people from local to save time, energy and money. But if he is ready to invest on foreign talent then you should posses right skills which he is looking for.

If you have to relocate to Dubai start with;

1) Finding a job i.e. an employer who is need.

2) Check with him what is his requirement.

3) Provide him details of skills what you posses.

If your skills are matching with his requirement who will for sure get job in Dubai.
