There are several criteria to judge an employee’s performance. In order of importance, I would recommend the following two criteria:

Communication: If the employee has good verbal and written communication skills, listening skills a lot of problems could be solved quickly.

 Working with People: An employee must be team player. Without team work no project could be a success.

it used to be tardiness and quality of work, but now most employees can work from their cellphones so it is not really important to be in an office to finish a task.
