really hard to say but i think books made for children if they enjoy it then they will start reading step by step .

I feel some kind of ambiguity in this question as non-English speaking parents doesn't mean that they don't know English. If they can read and write English then definitely they can sit together with their child to read a book especially designed for the beginners with pictures. Daily practice enables a normal child to start reading all by himself within months.
However, if the parents are totally unaware of English then they need some sort of outer help.
