How can non-English speaking parents help their children learn to read in English?

really hard to say but i think books made for children if they enjoy it then they will start reading step by step .

I feel some kind of ambiguity in this question as non-English speaking parents doesn't mean that they don't know English. If they can read and write English then definitely they can sit together with their child to read a book especially designed for the beginners with pictures. Daily practice enables a normal child to start reading all by himself within months. 

However, if the parents are totally unaware of English then they need some sort of outer help.

They can seek the assistance of a home enlish teacher to learn english reading
