Well ... in my opinion, in administration world there is nothing called "wait till we make something" , Why
Policy is Policy .... if you used to get this kind of allowances , and your company official papers talking on allowances for transportation , so why he stopped it ? and why employees should pay from their money or using their own cars ?
As for me i wont do so.
There would not be any negative reaction if the company is good in dealing with employees, good pay master and caring employees well. But rather if the company is bad in dealing with employees they might react badly or negative ways.
I agree with Mr.Omar answer, a policy is a policy there is no wait for that .

Naturally one will be happy when he gets some extra amount, but it has to be checked why the alowance is given? is there any extra work to be performed? In most cases it will be give and take as some thing is expected to be performed there will incentives
