Few factors affecting the choice between convergence and divergence of HR policies are:

1. Diversity in workforce

2. Government policies

3. Trade unions, local customs

4. Cultural differences

5. Competitive advantage

If divergence means: the act of moving away in different directions from a common point or " having a difference of opinions / "a growing divergence of opinions"

and if this is related to HR policies I think about the following example

In principle every employee likes to receive a fair salary related to the job weight / responsibilities.If not, this could demotivate him/her and leading to tons of protests, rumors and different opinions.

So it is very important that - for example - a job grid and a salary structure is well defined, and in balance in order to avoid that employees for the same position, for the same job get a different salary.Factors affecting such a choice are:

1.a clear organization chart, 

2 well defined job description,

3 clear job evaluation process

4. frequent salary surveys to measure and define the minimum and maximum salary band of the function.
