The best technique that worked for me well is by practice;

Pick a project to start on that is of your interest (art project, architectural rendering, etc). The selected project must match what you intend to use the program for. then as you apply what you already know. you will stump on issues or problems that you do not know how to resolve. When that happens, you search online for that specific solution, thus, learning by practice.

On another hand, if you would like free tutorials that can be viewed/downloaded online:

There are many other websites that offer a wide range of tutorials (from beginner to expert). they come in written/video formats. Many of these websites are not free, but if you are committed to learning Photoshop, it will be worth your money.

Yes, both are best ways. But i think if u join adobe photoshop community then u can learn easily.
