Depending on the Type of the System, if it is European System (ESSER, Gent, Siemens,..etc) you will not need to add the power cable, as they are loop powered, you will add the power cable to the devices which will be controlled if needed. but if it is American System (Notifier, Edwards, Simplex,..etc) you must add the dc cable.
Sure you need to provide 24v power cable, and it should be from the same panel due to power backup, if you gonna use the module as a dry contact, so you need to use monitor module not control and this mean no need for the power cable.
In principal its ok, but The control module power depends on the vendor for example in est3 the siga-cr acts as control module for fans vfds dampers... its can sustain up to 3A 24AC
