An employee works hard throughout a period, but did not realize progress. Do you think it is legitimate to promote him despite his stagnation in position?

Yes because he is working hard like a gardener and one day the fruit of his work will get everyone around him.

It depends on the period of time he spends with the company and how company going to benefit because of his hardwork and potential.

If he works hard for the first 2 quarters of the year in sales and the result / benefit may be materialized by 3rd or 4th quarter of the year.

Yes promotion is the key to encourage the employee for his work.when he performing all his duties on time and completing his tasks,satisfying the clients with work then definitely should be promoted

No, give time and team leader should work out with the employee so that the employee manage to progress then he should get promoted. After the progress if he/she is promoted, he/she will have the joy of work hard and get promoted and also will continiue doing so and the employee also will be able to help out his/her juinior to improve.

At a fair platform, effort moves hand in hand with corresponding rewards. Yes it is right to do so (promoting) them & especially in this very paricular case where a manager bares testimony of the employee's hardwork & effort despite some shortcomings listed above. Promotion in this casewill  dramatically improve morale & motivate them so much infact not just them alone but the entire employee group because; employees's attitudes & beliefs about the business will be emhanced, they will all feel loved & appreciated, they will understand that they are part of the business & not outsiders and ultimately they will all work harder & put in their best.

I think you need to have a conversation with them and find out their goals and aspirations. Also by having this discussion you will find out why they have not recognised progress, or perhaps they have but hasn't mentioned it as they don't feel it is appropriate. Hardwork should always be rewarded, however they may not want a promotion, therefore having a in-depth discussion regarding their position and their aspirations will help you to decide on a career path that will suit both yourself and the individual, if this includes a promotion then you should definitely offer it.
