If you were to give advice to job seekers on how to get a job in Dubai or in Jeddah, what would you advise of doing effectively?

1. Post your CV to recruitment portals and register under premium account to get noticed by employer in no time.

2. Contact to Head hunters and provide your CV with minimum cost and they will search a job fitting to your skills.

Which one of the above is more effective?

in Jeddah, I think you should go in both ways, first, sites like bayt, linkedin, Nokrigulf......

and then the old-fashioned way "this is how I see it"  through Elwasila, elwaseet....Etc.

i don't know about Jeddah, I can tell only about UAE 

1. Regularly update your resume on following sites

2. Advertise your skills on Dubbizzle.com thrice a day. Apply under the city of your preference. ( In my view it is the best option for jobhunt in gulf)

I would have to vote for Option 2:

Contact to Head hunters and provide your CV with minimum cost and they will search a job fitting to your skills. Like what Mr. Fazlur said, it is more personalized and they've got thousands of employers to contact. Nowadays, employers tend to rely to recruitment companies to save time. So the probability of landing a job in UAE or Jeddah is higher if Head hunters will take care of it for you.

From my extensive experience in job seeking, it is recommended to have a resume written professionally and a profile on job boards to be updated on regular basis like on Naukri, Bayt and others in this way, it would be more visible for companies and recruiters, moreover it is always god to get in touch directly with job posters if known for a better introduction and follow up later, that's in addition to the options you mentioned and the advice given by the above experts.
