When one takes care of Manpower and machinery, money is automatically taken care of. The best thing is to try and keep the project ahead of schedule by using the planned resources. This involves ensuring procurement on time and executing the works on time and correctly assessing when replanning is required. And all this is assuming that everything is done honestly and there is no financial mishandling. 

All together should put in one plan to reduce the cost and implication time.

Manpower needs to be take care since for majority of low budget project approximately 60% to 70% of total project cost is spent on manpower.

if we manage man power effectively, the project moves successfully with low budget.

Because money can buy man power and machinery but if man power cannot be maintained properly then everything goes wrong especially in project delay.
