It's a very (oh very) general topic. What is the lead time? Are you talking about a private or public sector organization? This organization is active only locally or also abroad? The goods are available (quality and quantity wise) in the local market or not? What is the currency-ies we are talking about? Your stuff are in place to deal with international markets? What is the marketing plan of the organization? What kind of industry are we talking about?
These are a few questions coming to any procurement's professional mind, in such a topic. Local or international sourcing / biding etc. is mostly a strategic decision and not a random one.
When it comes to international tender where both domestic and International bidders are allowed to participate, all are equally and fairly treated as per general and special conditions of contract and eligibility of bidders. So, it may not be appropriate to draw a conclusion on good or bad as that will comprise the fairness and transparency of procurement process.
