I'll go for Option A - Lack of knowledge about investing. Most people are unaware of the benefits and advantages of investing until it is lay out to them. That is the reason why they never even give it a try to invest on something which will give them the opportunity to maximize their capital.

Option C from my side, actually it always depends on the condition that which person is choosing which option or what excuse that is preventing him/her from investing.
