for me, I think both attributes are like a package

Both. If we say "speaking accurately"it connotes 2 things. One is literal which means he speaks well and the other means he speaks sensibly. The second meaning is achievable if he listens attentively. If he is not listening attentively, he wont be able to provide accurate solution or what not.

"Listening Attentively" is the stepping-stone for a manager to "Speak Accurately". It is only after the information gained through careful listening, that a manager can develop a better strategy & can use more accurate words in accordance with the situation which needs attention.
