What is there requirements? How they expect the procuct become..? How the product is look for? In howmany days they want the product(deadline)?
First of all i will ask him for the design in psd or image format and then i will go through his requirements and the scope of his requirements and the i will start working on it.

put in mind of course clients don't understand static or dynamic pages .. so don't ask them would u like dynamic or static.. because this is your job.. upon the information and requirements u collect from the client u can decide if you'll create dynamic or static website, as nowadays static websites are rare..
