from my opinion both of them are useful but facts and conclusion are the best choice.To prove something is very important whereas some times to prove it only it's not enough,It should included emotionally for those who are more sensitive the emotional affect them more than the fact and conclusion.whereas who convince are going to ignore thinking emotionally or at least make it the second choice.at the end all of them are going to convince by facts and conclusion or emotionally
facts is for scientific work , in this field there is no space for emotions , only 1+1=2
On a personal level, I would like to listen to fascinating words of mouth which are realistic in nature because the realism embedded on those facts that you simply present can move you without exaggerating it, examples of which are facts of war, culture, and even historical events. So I choose A.
a) A speech with lots of facts and conclusion.
It depends on the situation, However, speech with facts and conclusion isthe usual procedure. Emotionally moving speech is required on particlular rare occasions. To know a particular thing speech of facts like how important education and what education youngsters to take up for their careers and betterment is important and to do a common goal emotionally moving speech is important like asking all people to help and donate during crisis or natuaral or man made disaster.
