There is no specific amount of budget to any travel agency it will decide on how much average amount of business you have or you doing.For example if in a month a company do business 30 to 40 lacs of business in a month it should be having 1cr in company account which is good for any agency. Because of some companies do business on credit if you dont provide credit they are not giving you business.

First you should to study the last 2 years budget (figures, environment, and all the market elements during last period)   

Identify the goals and propose.

Identify the activities (air ticketing, transportation, hotel reservation, haj and umrah and income or outing tourism>)    

Study and analysis the market: (area and country) opportunity and treats.

Identify Annual depreciation rate

Targeting the revenue (annual increasing income between 7 – 15%)
