Needs assessment is so important that it determines what training solution is required or it identifies what training requirement to be taken to fill a particular skill gap for the trainee or employee (not about what he wants).

By this process, you design with the training provider.

On the other hand, needs assessment also tells you if the training is not needed at all. Therefore, the answer should be "false."
