Quality policy and Quality Standards are two different things.

Quality policy should be developed jointly by Management and Quality experts along the guidelines shown in the standards. It is a mandatory requirement in Standards and it should cover entire aspects of product quality to achieve customer satisfaction.

I am not sure if I got the question but policies and standards are come from standard bodies and by using them the qulity management plan will be issued which describes how project management team plans to meet quality requirements set for project.
