The quality of employees we hire will depend on our most effective recruitment and selection strategy, is this true or false?

It may be assumed that quality employees would be hired depending on the efective recruitment and selection strategy. However, it may not be correct to say that what thought to be a good candidate is a quality person and vice versa. Some times it may happen that an horse might be a donkey and a donkey might be an horse.
