you may be very good at doing something but without that determination to do it then your not usefull at all.for me i would say an applicant should be hired based on his attitude.
Attitude can be modified or contained but skill cant be it's a natural , soi will go for skill
I agree with Tej Trivedi. I think you can't divide attitude from skills.
Applicant should be hired on the basis of how well his skills are accompanied by his attitude (positive).
skilled person with no attitude cause nothing by trouble
