It is Project Charter that determines high level risks along with high level constraints, cost, schedule etc.

Ans: Option-1
Option-2 : Nope. You have just initiated the project. So you do not have any detailed plan or estimates (Requirements, Costs, Schedule, activities etc) at this stage.
Option-3: Original plan is yet to be created.
Option-4: Creation of risk register is part of risk management plan (i.e. Option-1). Theoretically creation of risk register is the task of PM in project initiation stage.
