Most team members who are struggling try to avoid tasks. They can do this by passing the task to a collegue using different excuses, such as being busy or not having the equipment. Obviously there are occasions when these reasons are true, however if you see a team member using these excuses regularly you may want to pull them aside and ask if they're struggling. They tend to distance themselves from the team and constantly do jobs that are not urgent or even necessary so they look busy in the hope they won't have to do a task, for example there was a collegue of mine who would re-fill stock when the stock was already at high levels, or clean the counter when it was already clean in order to look busy and therefore to avoid being asked to answer the phones as she wasn't confident in dealing with customer complaints or booking holidays, which is the two main reasons customers call in. Its important to try not to get frustrated with this person as they may feel embarrassed that they are not at the level of other team members, and remember that everyone learns in different ways and at different rates. Some people will throw themselves into a busy period and learn as they go and may be very fast learners, whilst others may take longer and will have to pratice when it's quiet so they can write notes and there's less pressure.
