i will give the job to those who have the awareness and skills to do the job but i will find out some way to hold them responsible and committed and i will put my opinion also on who can do what if i am expecting partial contribution only that means i still need a contractor to do the project in this case i will tell the contractor that i can cover some aspects of the project on condition that i am expecting price reduction , but mostly i have to be deadly sure of my team capacity otherwise there is no need to go into this deep risk as an example suppose i sent a car for total repair and i discovered that my team are awesome for engine overhauling but they do not know how to overhaul the transmit-ion then in that case it is partial contract , still i will be impressed by sending it to the vendor for total repair because in that case i will get guarantee for after repair , so it is better to do it all or to leave it all , i have to weigh things to make the correct decision

I think in the planning stage of the project there are more than one Department possesses the skill and technical in this field as Projects Planning / Design, Procurement Engineering, Project Management and Effective sponsor but the main responsibilty and decisions will be particulary for PM. Other departments will participate, support & facilitate the Project implementation as planned.
Complete accountability and liability in the project are belong to PM as performance, achievement & deliverables.
