I think this would be cruel; at the end we are human and there might be many reasons for not submitting a report on time. Talking to your staff and having a human interaction is the best way to understand each other and do what is required, though taking steps for uncooperative/ impossible employees could begin by: talking, giving verbal warning, giving written warning, deduction from salary, then by the end of the year if all that was not successful a decision is to be made whether this employee should continue working or not!
