Both parties. If the negotiated price impacts negatively on the supplier margins, they will look to ways to recover costs.

Contracts should be viewed as an extension of the company business with the contracted suppliers as a business partner. 

Fixed price contracts should be short term allowing both parties opportunity to review pricing and allow for comfortable exchange of business.
