Depending on your experience with Drupal CMS, how you measure the difficulty of creating theme to drupal cms website and why.
There is a price for every thing, Drupal is bit complex but it gives you ability to do lot of things, unlike wordpress which is very easy but you have limited option to build a good feature/complex website with it.
I don't think that drupal theming has complex part but it depends on your skills and experience in drupal. If you are good in drupal then it will be quite easy for you and vice versa.
According to my opinion, difficulty level of drupal theming will vary with your skills and expertise in drupal.
You didn't define what does1 mean, whether its easiest or most difficult :) so vote casting for it is seeming more difficult than drupal theming :P.

It's very easy to create a Drupal theme, you need to know about the template structure and if you know to work with views and views template it shouldn't be tough at all. I would say4/10

Yes, there is no doubt that creating a theme on Drupal is bit difficult than the WordPress. I would also rate it6 out of10 on the scale of difficulty. But, no one can deny this fact that these high end Drupal themes can be used for making almost any kind of web portals with full ease.
