Burst pressure is the internal pressure which the tubing and casing can withstand while collapse pressure is the pressure at which the tubing or casing will deform as a result of differential pressure which exist between the annulus and the internal of tubing or casing.

Collapse pressure is the net external pressure acting on a cylinder or pipe which can cause it to collapse. Burst pressure is the net internal pressure acting on a cylinder or a pipe which can cause it to burst.

Burst pressure is from inside to outside of the tubing, collapse pressure is the opposite.

Are both evaluated in a casing/tubing stress analysis

in well design the pressure applied inside of the casing string is known like "burst pressure" and the applied outside of the casing string is the "collapse pressure"

Burst pressure refers to (the external pressure is less than the internal pressure of the casing). while Collapse refers to ( the internal pressure is less than the external pressure).

IF the Force applied a at the drilling sting from outside and if it is greater than inside  pressure of the string so the string collapses due to higher force acting from outside hence it is known as collapse pressure and similarly if the inner pressure of the string is more than outside well bore pressure then the string will burst this is known as burst pressure.

Collapse pressure is simply the external pressure which is greater than the internal pressure that will cause the pipeline to fail while burst pressure is the internal pressure which is greater than the external pressure that will cause the pipeline to fail.

Burst pressure is the internal pressure that the casing withstand while the collapse pressure is amount of force needed to crush the sides of the pipeuntil it caves in on itself.
