Burst pressure is the internal pressure which the tubing and casing can withstand while collapse pressure is the pressure at which the tubing or casing will deform as a result of differential pressure which exist between the annulus and the internal of tubing or casing.
Collapse pressure is the net external pressure acting on a cylinder or pipe which can cause it to collapse. Burst pressure is the net internal pressure acting on a cylinder or a pipe which can cause it to burst.
Burst pressure is from inside to outside of the tubing, collapse pressure is the opposite.
