Good writer should be a good reader , but not necessary for a good reader to be a good writer
Reading and writing are separate skills. While they support each other, being good at one does not automatically imply you'll be good at the other. In the same way as a person who is a good listener cannot necessarily articulate their thoughts and ideas very well verbally. Each skill requires active development.
Absolutely. In fact, I always read before I start writing. It establishes a mindset. Reading the "voice" of another writer is how a writer finds his/her own voice. It helps organize the thought process. And, specifically, it makes you think about presentation, form, sub-headings, structure.
