I think Leaders don't withhold to create, rather produce leader. That is the best trait of them. If so that Leader is not a leader as he/she fears for his leadership or may be any other aspects. Thanks.
I believe that every leader should lead by example and also train their team members to create future leaders. In this competitive world, every individual should continously improve themselves to ever updating technology that benefits the organization. So a leader should or can train, develop and find a capable replacement if demanded by situation for the betterment of an organization, which inturn is a professional and personal enhancement of an individual/ leader.
Many successful organization and proven leaders have followed this strategy of withholding or stepping down for better leader and organizational growth.

It is simply that he is a manager and not really a leader in the case mentioned in the question.
Another thing is that this is an indicator that he works in a TRADITIONAL organization lead by TRADITIONAL managers.
That is all in GENERAL. There are cases where the current team leader is not skilled enough to lead and ther are other cases that is related to job security.
We have this everywhere actually!
To move forward I need a leader from my team to handle my job, with this way we can generate a new leaders with new blod.

The good leader should train some of his team to be leaders, and should not withhold them if there is an opening for them in the organization.
In the other hand in some organizations; the team leader has strict rules not to train the employees so the company will keep them working a little longer in same salary.
It's mean he's afraid from someone to take his place .He loses his confidence on himself .A good leader should create a good leader. Leader should be "King Maker " Instead of "King"
it means that the person in charge is not giving an oportunity for his team members to make any sort of contribution weather in thought or skill. At the same time, the leader is not sharing the information they have to team leaders thus leaving a gap in the event of transition.
