My observation is that every professional organization conducts orientation for every new employee no matter what department they are joining therefore in such organizations the problem you mentioned does not arise. Therefore if such problem is there then the organization should start conducting orientation program where new employee is given full knowledge of the core business of the organization and is made to spend 1-2 weeks or more in each of the functional departments to thoroughly understand operational structure, role and responsibilities of employees at all levels.
