If the business is social media based- they will need to use the social medias anyway. If they are only hanging there - it is not advisable. Answering several messages or checking their phones I don't consider a problem. If they are bored and they have nohing else to do - this is another story. Then it means they will need to be given tasks or problems to solve. Social media is addictive and we all know it.

Yes. There is no problem in employees using social media during work hours. Socialising keeps people happy and alive. According to a study the effective working hours of an employee will be 4-6 hours a day. Social media will not put any adverse effect on ones performance. The work has to be pre designed in such a way that it keeps the employee engaged during the productive hours.

Generally it's not allowed because it will prevent the employee concentrating in his tasks and the result more confusion.

I would allow employees to use social media during work hours if it is related to their work, otherwise no, it's not a good idea. 

Using social media during working hours is a waste of valuable time and effort. Employees can enjoy their social media during their breaks.

Yes, i alloude to employee to use social media or internet during the working hours. but not for all staffs it depends on to job sector. if they are Market re-searcher, data collector, messanger etc. thay need to use a internet or social media. but there are some pre-defined limits that they have to follow.
