The (Project) Manager can make recommendations to a contract's party(ies) to cancel (terminate) the contract in case of recorded violations to contracts terms/obilgations by a contractural party or in case of changed circumstances result in the project being not feasible for exapmle. However, only the contractual parties (as represnted in the contract) have the authority to officially terminate the contract following the related procedure set out in the contract. This procedure could be managed by the project manager.

In my opinion, before give an answer, we must remember all project has a contract that should be honorate by both sides.
If there is some issue or item that push to a project cancelation, we should be clear and be inside project rules. If one side breaks these rules, it could finish on a project cancelation but it should be in the contractual rules.

Check the contract. If it gives authority to cancel a project, check who has that authority. If it doesn't - get a real lawyer to draft your contract next time :)
