Thanks for your invitation. First of all, let us confirm the High voltage test applied for the MV & HV Conductors of the Power Cables to ensure the Insulation Level of the Power Cable before the energizing.
Both AC & DC High Potential Test ( HV Test ) are applied to the Medium Voltage & High Voltage Cables to check the insulation level before put the cable into operation.
Most the InsulationTest uses the DC High Voltage to check the Insulation of the conductor of the cable. Test Voltage is calculated as follows :
Test Voltage = 2x Rating Voltage + 2
Some times using the AC Voltage Test by Injection the Power Cable by Sinusoidul wave/ Voltage Supply to the conductor of the cable to know the Cable performance in the normal operation of AC supply but must be the AC Value less than DC Voltage level in order to prevent any damage in the Cable insulation during the test. As you know that the Sinusoidul wave will be reach to peak value of the voltage at the maximum point of the AC Voltage Wave.
After achieving the High voltage Test of the Cable need to discharge the cable to earth after separation of all equipment/ Test Set to remove the residual charge in the conductor as the Static Charge remain for a short period of time in the Cable conductor.
yes we can,The main advantage of the dc test is DC Voltage does not produce harmful discharge as readily occur in AC.
We can use AC or DC to conduct Highpot test. The DC high voltage should be 1.414 times the AC high voltage.
Use of DC highpot devices have some advantages compared to AC, but it is costlier than AC.

Hipot testing uses a high voltage source to make sure insulation is doing its job. An AC hipot test uses a voltage source that continually changes its voltage. The voltage alternates from positive to negative and back again. Generally there are 50 or 60 complete cycles of the alternating voltage each second.

We can use DC as well as AC. But upto my knowlegde if we are doing DC Hi-Pot, there is a chance for storing DC in the cable even after discharging. And it can effect the life of the cable too.
And this is the reason, now KAHRAMAA(Qatar General Electricity and water Corporation) is recommanding VLF Hi-Pot only.
