This situation could best be handled by carefully managing and reading the historic data which will indicate as to 'how volatile and unpredictable the situation is'.

If the daily, weekly, fortnightly, monthly and the quarterly track history of facts and data suggest lots of fluctuation, it is always safe to have a safety stock to meet the situation until the time the trend gets stabilized to the extent of getting forecasted correctly, OR, a more competent supply equation gets worked out based on the concept of JIT.
