For successful professionals life-long learning is a already a way of life. These people realize that to not learn is to stagnate. However, it hasnt yet been made a part of Learning or HR policy in most organizations. 

The only downside I can see to having life-long-learning be part of the organization's learning policy would be the feeling that people are being 'forced' to learn which would decrease their willingness to learn. 

The key, i think, is to have learning-ladders and career progression plans identified for individuals so they can see the benefits of engaging in learning activities.
